Paying for sevices

Taxes for heating are paid according to the VAT invoice submitted by post. The calculated amount must be paid until the date specified in the contract. If the bill is not paid on time, late interest will be charged.

The consumer must submit written reports of readings of heat metering devices from the 25th to the 30th of the reporting month. It is also possible to receive invoices and declare the readings of heat and hot water metering devices online using the E-service (E-paslauga).

To connect to E-services, contact [email protected] or call +370 46 392 222 (press 2 in the menu (Payment and contract issues) and the 2 again (Business customers)). An Electronic Services Provision Agreement will be sent to you, upon signing of which you will be granted access to the E-service self-service website. Once logged in, you will be able to declare the readings of heat and hot water metering devices and see issued bills.

Using the E-service is very simple and convenient. An electronically submitted VAT invoice will never get lost, it can be saved on your computer, it will reach you faster than a paper one – after the invoice is placed  in the E-service system, you will be immediately notified by the e-mail specified in the contract.

After you start using the E-service, we will no longer send you VAT invoices by post.

 

Signing contracts

This contract is concluded when the consumer consumes the supplied heat in a building, where billing heat metering devices are installed.

The contract with the heat supplier can be signed by the owner of the premises or the building, his authorized person or a tenant under an approved lease agreement. If the premises or the building are rented, then a tripartite contract is concluded: the heat supplier, the owner and the tenant of the premises (building) sign it. When concluding the contract, you must have the following documents:

  • Legal entity name, code, VAT payer code, bank, current account;
  • Name, surname, contact telephone number of the person signing;
  • If the signed contract is tripartite, please have a copy of the premises (building) lease agreement.

Electronic applications

AB Klaipėdos energija accepts electronic applications through the customer self-service website: link. Electronic applications are filled out for the following tasks:

Applications are accepted and conditions are issued only if the situation is clearly stated and all necessary documents and projects are attached (the list of required documents can be changed depending on the planned design work).

After completing the application and saving it you will be provided with a unique UUID code of the application. Please remember it, because in order to edit or supplement an already entered application, you will need to submit the UUID code.

CONNECTION TO THE CENTRALIZED HEAT SUPPLY IN THE CITIES OF KLAIPĖDA AND GARGŽDAI – INSTALLATION OF THE OUTDOOR HEAT NETWORK INLET

  1. CONSTRUCTION OF THE INLET WITH THE BUILDER’S FUNDS, WITH AB KLAIPĖDOS ENERGIJA SIGNING A PROTOCOL OF INTENT REGARDING THE PURCHASE OF THAT INLET.

The owner of the object, being, as stated in the Construction Permit, the builder of the building and the inlet to the heat route, installs, legalizes and registers the inlet to the heat networks at his own expense while AB Klaipėdos energija undertakes the legally registered inlet to the heat networks for the price set by the State Enterprise Registry Center in the Protocol of Intent average market price.

Documents required for drawing up a Protocol of Intent:

  • Builder’s free-form request to prepare the Protocol of Intent, indicating the details of the company;
  • Land plot ownership documents (purchase-sale or lease agreement (copy));
  • Extract from the central data bank of the Real Estate (Land) Register of the State Enterprise Register Center;
  • Technical project.

The following documents are submitted for the conclusion of the contract for the purchase and sale of heat networks:

  • Request from the owner of the property or his authorized person to buy the inlet of heat networks;
  • Cadastral measurements file and documents confirming the right of ownership (Extract from the Central Data Bank of the Real Estate Register issued by the Register Center of the Enterprise);
  • Executive documentation of the installed heat networks (VEI certificate, design documentation with the mark “Built in this way”, geodetic photo, log of construction works, passport of the thermal route, etc.) and the Act or Declaration of the Completion of Construction of the Building;
  • A certificate confirming the right of ownership or lease of a plot of land with additional specified special conditions of land use – servitudes giving the right to serve underground communications;
  • Company registration certificate (copy).
  1. CONSTRUCTION OF THE INLET WITH THE FUNDS OF AB KLAIPĖDOS ENERGIJA SIGNING THE AGREEMENT FOR JOINT OPERATIONS

AB Klaipėdos energija can install the inlet of heat networks at its own expense, according to the terms set by AB Klaipėdos energija and other obligations of the parties stipulated in the signed Joint Operation Agreement.

  • Documents to submit for the conclusion of a Joint Operation Agreement (when new users are to be connected):
  • The customer’s free-form request to install the heat network inlet and for that purpose to prepare the Joint Operation Agreement;
  • Company registration certificate (copy);
  • Company details;
  • Land purchase – sale or lease agreement (copy);
  • Extract from the central data bank of the Real Estate (Land) Register of the State Enterprise Register Center;
  • Land plot boundary plan (copy);
  • Technical projects of outdoor heat networks and heating systems (copies);
  • Construction permit (copy).
  • Documents to submit for the conclusion of a Joint Operation Agreement (when it is planned to install high-parameter heat inlets instead of low-parameter ones during the renovation of old apartment buildings):
  • A free form application of the entity managing the building to AB Klaipėdos energija to install a high-parameter heat inlet and to prepare a Joint Operation Agreement for that purpose. The application must specify the terms for the installation of the heat point and the start of the use of thermal energy.
  • The protocol of the meeting of the premises of the building (residential building), which would record the will of more than 50% of these owners to install a new heating center (allocating a specific room for this) and the authorization of the entity managing the building to sign a Joint Operation Agreement on their behalf for the installation of a high-parameter inlet.
  • A copy of the ownership documents of the plot of land (if it has been formed) and the consent of their owners to build a heat inlet on this plot and to sign the easement agreement.
  • An extract from the central data bank of the Real Estate Register, issued by the Register Center of the State Enterprise, showing all the property units of that building and the names of their owners.
  • Plan of the 1st floor or basement with the location of the heat node room.
  • Design conditions for the construction of the heat inlet (together with the diagram of the heat networks and the expected connection point).

After signing the Joint Operation Agreement and fulfilling the necessary obligations of the parties, JSC “Klaipedos energija” initiates the purchase of construction works of the heat inlet, legitimizes and registers the constructed engineering structure (heat network inlet) in its own name according to the established procedure.

In exceptional cases, the installation of the heat network inlet is decided in a separate procedure.

Main activities

The main activity of AB Klaipėdos energija is the production of steam and heating water and centralized heat supply for heating, technological processes and hot water preparation.

AB Klaipėdos energija also provides high-quality building heating and hot water system maintenance, performs operational maintenance of heating centers, internal heating and hot water systems. By individual agreement, we can install a heating center in your building. Services are provided only to legal entities upon conclusion of a contract.

Maintenance of heating and hot water systems is carried out in accordance with the Description of Building Heating and Hot Water System Maintenance Procedure, approved by November 26, 2009 order No. 1-229 of the Minister of Energy of the Republic of Lithuania.

Information about maintenance costs of the heating and hot water systems of a specific building for the work performed is provided upon receiving of an inquiry from the heat user.
